New kind of Contextual ad?

Take a look at the bottom of this page, I have never seen Adsense in this format before. How did they do this?

Looks to me like they are styling it with CSS which is against Google's T&C's as far as I know:

You can't fool Google (at least not for very long).

Interesting. I have heard that Google gives certain "high-level" partners the ability to customize the AdSense code more than the average partner. Maybe Buzzle is a premier partner?
