Signing Up To CJ Without A Website

I want to sign up as a Publisher with CJ to find affiliate programs to promote by building a website around the products/services I select.
The rules of applying state that I must have a website.
I have other websites that aren't related to the products/services I want to promote.
How do you sign up and apply to promote without an existing, related website? Any suggestions.

I think it depends on the merchant. When I first got started with CJ a year ago, I applied to be an affiliate to about 20 merchants and most of them accepted me without even looking at my site. I don't know if it says anything bad about the merchant if they accept that quickly, but now I'm only working with one of those merchants.

A lot of merchant just want to have as many publishers as they can so they "auto accept" their applicants without looking at their website. I would assume that those are generally the ones that have the lowest performance.
Other programs have more stiff policies because they care about the quality of the traffic they get from their Affiliates.

I'm trying to do the same, the problem is not with the merchants themselves, it's the actual sign up to CJ...
I have a domain on which i'm going to test the merchants landing pages before i actually buy them a domain of their own but... since i have no merchant yet, this site is "empty".
Am i risking being declined by CJ if I apply with an "empty" site?
Should i just fill it up with anything?
I need to be a memeber of CJ in order no choose who i want to promote, so i'ts kinda like catch 22, and i'm affraid submitting the CJ form and being declined....

When I applied with CJ, I also didn't have website so I filled the name of website which I intend to build in the furture . You can fill A.com or anything.
