Outsourcing Blog Creation, Maintenance, and Posts and Articles Writing

I’m interested in outsourcing because I presently don’t have time or knowledge of certain aspects of starting an internet-based business; so I intend to put up and run a blog on outsourcing, as a pilot project, while outsourcing every aspect from day one. Already bought the domain and would like to get started.
Any ideas in general, and more specifically, on hiring someone to set up and maintain the blog and for writing articles and posts? An indicative budget one should consider would also be helpful.

I would recommend checking out eLance, and oDesk for content creation and programming projects. If it's design related check out 99designs.com.
I'm outsourcing more projects this year than ever before. I've found some good reliable people, which has allowed me to focus on the things I'm good at.
You may have to go through a few people before you find the right match. Interviews, resumes and references mean nothing. You really just have to try them out before you can determine whether or not they'll be a good fit for your business.
