Designer & coder needed

Does anyone have any recommendations for a designer and coder?

The project I'm working on requires knowledge of xhtml, css, php & soap. Obviously, I'm aware of the various freelancer sites and will post my requirements at them but I was just wondering if there was a particular individual or company who comes recommended.

FYI, that's his home & work number both (he works at home) & there's no time better than another to call (call at noon or midnight or anytime in between -- it doesn't matter if you wake him up - he's used to it).
