How do you test keyword ads by direct linking before building a website.

I chatted online with Google Ads rep about this. This is the chat transcript....so how do I test on google?
Me: So I am testing an idea with a product. Can I write out an ad that goes directly to a merchant as long as it does not have the name of the merchant in the ad?
Me: Ex. Product X
Me: http://www.companyURL.com for destination
Google Rep: That would be fine, as long as you include www.companynameURL.com as your display URL, as well.
Me: Ok. I can't use the URL I put together....but I can use their URL and my affiliate link as the URL link, correct?
Google Rep: As long as the domain of the display and destination URL match, you'll be fine.
Me: so the affiliate URL will be fine since it goes to the display destination???
Me: The destination URL (the affiliate URL) will have to have the same domain. There can be different subdomains or specific pages, but both have to include the same domain.
Me: So what incentive is it for an affiliate to do a direct link?
Google Rep: If you want to give me an example of your affiliate URL and the display URL that would go with it, I can give you more specific advice.

Me: Or I can set up a redirect page on a website that is http://www.mywebsite.com/bic/
Google Rep: In that case, bic.com will have to be included in the destination URL at some point. That display and destination URL don't match.
Me: Thanks
Google Rep: In that example, mywebsite.com is the domain, so it won't match the display URL of gateway.com.
Me: Again, how does an affiliate test a campaign without using a website?
Google Rep: Because of our display URL policy, it can be difficult to test a campaign without a website. You will have to have a website to send the users to.
Google Rep: And you'll have to correctly represent that website in the display URL.
Google Rep: We've found that ads provide the best user experience when users can see exactly where they're going when they click on an ad.
