Manufacturers affiliate programs

Hi there,
Let's say I decided to promote specific product but found out that manufactures of this product don't have an affiliate programs or have reseller programs where you first have to buy volume of the products for cheaper price and then to resell it on your own.
So I guess I need to find resellers out there that have an affiliate programs with the best prices?
Are there any other ways around it?

One way around it would be to promote something else. I know that doesn't solve the problem with regards to the product you are interested in promoting but it's an answer anyway.
