After doing most of the work manually (most of the keyword tools give garbage keywords I am finding. Except Google Keyword Tool), I have accumulated 20k targeted keywords and from there organized them into 2870 Ad Groups. It wasn't much fun!

Is this a normal volume of Ad Groups? Is this too many to work with? I've read in a few places that Google judges heavily on how focused the Ad Groups of a campaign are for QS.

Any advice would be very appreciated!

In my accounts, the volume of each vary depending on what I'm trying to sell and how targeted I am trying to sell it. I've also seen accounts with keywords in excess of 100k as well. It all depends on the product/service you are advertising for.

For example, if its shoes or mp3s, there are vast combinations of keywords that can grow to an even larger number. If you're just focused on one type/brand of product/service ie. nike soccer cleats or the ipod nano, then you would have considerably less keywords.

The sheer amount of keywords you have accumulated can be an indicator of the size of your target audience. Unless your niche is of a general kind, I suggest looking for ways to trim it to target it some more.

And yes, Google does base the CPCs on your account history. If you don't have any prior account history, I suggest starting out with a more manageable number of keywords/adgroups and pay attention to the ad copy/landing page/quality score until it becomes stable. Thereafter, you should add more keywords to your account and refine those, and so on and so forth.

From past experience, I find that getting hands on with my keywords and truly managing them in small chunks until they become stable (as opposed to finding a whole bunch of keywords and dumping them all into adwords) certainly decreases the chance of getting google slapped.
