Link building is probably one of the most tedious, but necessary tasks every webmaster must do.

I've used Arelis in the past, but found that sending customized e-mails to specific websites was more effective.

Most webmasters delete reciprocal link e-mails before they even read them. This is because the software sends out a canned message; a carefully handcrafted e-mail will get a better response.

Edited: Just to explain, I am not related to the above link in anyway. It is the service comes with one of the web hosting that I am using. Not sure whether I should use it as I am not sure what kind of directories that it will send my web addresses to.

Or similar services that you have tried and you think is effective?

Thanks.
